I read about this real-live CIA manual from the 80’s in that Rushkoff book today, and just found a copy online: Counter Intelligence Study Manual LN 324-91, which was released through the Freedom of Information Act. Rushkoff talks about how it details the demographic/cultural research that CIA operatives do in areas, as well as the coercive techniques they employ, and that the whole thing is additionally quite a good insight into how PR companies do what they do.

PS. It seems that Rushkoff keeps a blog. I’ll be checking that out tomorrow. It’s even got a comment system.
