   I’m not sure how you mean the question but here it’s Politics. You don’t go too far with the Chicago Police Dept. if you don’t play politics. Nobody is looking for guidance on proper police procedure, lower level police officers are looking for the political answer to questions of enforcement.

   It’s supposedly the same way with Generals. Yeah, they’re independent but they get promoted by Congress.
