They are defined in the present tense as innocent people with no criminal history who don't like their lives. That describes me and about 40% of the US population, and the "don't like their lives" part generally means the poorer 40%, they wish (like me) they had a cooler job or whatever. Non-violent? No weapon? No connection to criminal or militant groups? No problem! "Disposable terrorists" don't need these things because they are going to self destruct spontaneously, they don't need weapons, they don't need any history of violence. The thing that's the same between two terror attacks is THE BOMB. A terrorist trying to self destruct without some kind of weapon is just like some drunk asshole at the bar or something. That's why these security systems are nonsense at best, or filled with nefarious alternative goals at worst. All that airports need to worry about is technology that spots bomb chemicals and weapons, period. Nothing else matters. Exactly. The thing that’s the same between two terror attacks is THE BOMB.
