Been thinking about this topic at length lately: how “back in the old days” you would have pirate vessels which would become privateers (via a letter of marque, a document “authorizing” aggressive acts against foreign powers by some state), but it essentially just meant you were a licensed pirate, and conceivably you gained some financial benefit by only attacking one power’s ships, instead of just going willy-nilly after who’s the weakest or choicest target.

They started 0ut as pirates and then decided they needed navies t0 keep fr0m getting r0bbed by small timers. S0 they decided t0 create nati0n states in 0rder t0 build navies.
Its the reverse 0f the 0fficial narrative. But anyway, the idea was “divide and c0nquer” s0 they created nati0n states and Universities t0 keep pe0ple devided.
