Baltimore City Leash Laws, Stiff Fines

Have been hearing through the grape vine at one of my jobs about a city bill which was passed sometime around December with barely any public notice. Allegedly, it instituted a stiff penalty for having dogs off-leash: $1000 for the first offense. From the materials I’ve seen put out by people opposing this draconian measure, the penalty for animal abuse is only $500. I also heard today that animal control officers in conjunction with police have been raiding area parks known and used by residents as unofficial dog run areas. Seems that Baltimore City really only has one or two recognized off-leash dogparks, and that in other areas animal control officers will go through parks on foot issuing fines, while police block the exits to and from the parks. There was a public hearing scheduled to protest this situation, but it got washed out by a burst water main. No other news on this as yet.
